Custimize,menu of a drupal 9 based site

have a drupal based site, using subtheme derived from Barrio bootstrap base theme. I need someone to customise its standard top menu bar. Menu bar shall be responsive & optimized for mobile. Menu shall have hover highlight colors and drop down option. This may be achieved by customising related twig file and CSS. Preferred color scheme will be discussed further.
