platform for competetive egaming

I want platform, where users can play against other human player Counter strike GO game.
Platform has to be able gather info about game results (who won) automatically and assign win to according user on platform. Users would come to this platform to play against other and earn money. To play, they have to pay. Who wins - get money to account, platform gets it’s percent.
There are details like admin panel, functionalities for users, but main question now is - can you implement CS GO API so that our users would play against each other and we would gather data about match.
