c# .net console app to convert jpg and tif files to a single pdf using aspose pdf

I have tif and jpg files stored in azure blob storage which are single pages of a document. The location of the files are stored in a Microsoft SQL database along with an identifier for each document. I need a console app that will read the this information from the database and create a single PDF with one image per page for each document. The PDF can be saved in the same location as the image files in azure storage, with the file name being the <documentid>.pdf. I'd like the PDF creation to use aspose PDF which I have a license for but can not share.

Once accepted I can share the database table schema and some sample data.
