Write REST APIs and Build me Website for 3 user Types

I need Web Developer to build me Website, where I need three user types (Admin, Manager & User) to be accessing and managing Content.
Basic Functionality is to Implement CRUD with Filters. Content shall be Managed using REST APIs.
While Admin will manage content in all Areas, Manager will manage content of his own Area, and User will manage the Content of his own Area.
Will be having 20 Features (DB Tables to deal with) in this Version. will guide you detail by providing the Required Doc's.
Priority for .Net Developer dealing with Microsoft SQL Server Database and Windows Environment.
Will also consider PHP, Codeigniter, MySQL as next priority.
