Windows 9-1-1 Simulator Launcher Development

Job Title:
Windows Desktop UI Developer – Branded Launcher (WPF / Desktop App)
Project Overview:
We are looking for a developer to create a modern, full-screen Windows launcher interface (“UI skin”) for our 9-1-1 Reality training simulator.
This is NOT a simulator build. The simulator already exists. We need to get away from Windows and folder icons - unprofessional and outdated.
We need both Instructor (active links) and Student (non interactive) screen layout (see attachments). We will need to label the three models of simulator and have the ability to name the multiple stations (Instructor 1, Instructor 2, Student 1, Student 2.) We have two models dark and light and want to receive both for testing.
The goal is to replace a basic Windows folder interface with a professional, branded launcher that makes the product feel like a real, polished software system.
What You Will Build:
A full-screen desktop application that:
Launches our existing simulator (.exe)
Opens a Video Tutorials folder
Opens other folders or applications as indicated on the skin
Displays a clean, modern UI with large navigation tiles
Runs in a borderless, full-screen mode (no Windows UI visible)

Design Expectations:
Must feel like a professional product, not a folder system
Clean, modern UI (not generic templates)
Strong visual hierarchy and spacing
Touch-friendly / large click targets
We will provide branding direction and example visuals.
