Visual Basic Project XP (Version XP convert to Windows 10)

I have a project that needs to be developed using Visual Basic. The ultimate version must be compatible with Windows 10, and I believe the project is relatively easy compared to other projects of similar scope. I am looking for someone with the experience and qualifications necessary to help me turn the project from XP into the Windows 10 version.
