VSTO add-in for Powerpoint

We are looking for a developer for the VSTO add-in for PowerPoint, preferably development in VB.net or C#.
The goal of this project is to make a custom connector and define custom connection point on any shape in the ppt. The project expectations are defined in the pdf attachment, explanation along with diagrams.
Here is brief project functionality
Expected Functionality of custom connection point
On any drawn shape (example rectangle in the ppt), using this functionality disable the ppt default connection point, without impacting the drawn shape.
On any drawn shape (example rectangle in the ppt), provide a method to define custom connection point.
Expected Functionality of custom connector
The custom connector can make the connection only with a custom connection point. This can not be connected to any other place on the drawn shape.
