Update Outlook Addin -- 2

I need a coder who is familiar with developing Outlook addins to update an addin I had created back in 2007. It is a spam filter prototype and not fully functional, but I would like it working "as is" in Outlook 2010 for personal research purposes.
It works in Outlook 2007, however it doesn't show up in Outlook 2010. Upon looking in the add ins section of Outlook 2010, it does appear that the addin dll is loading however.
The coder must know C# and possibly .NET and VB. I have all source code files available as well and my environment is Windows 10 Pro and Outlook 2010 for testing. The addin uses Outlook Redemption.
It would be nice if the coder can make it work in newer versions of Outlook (2013, 2016, 2019 etc). Working as is in Outlook 2010 is a must.
The coder can remove a few items that doesn't work and I may want to have them create a "Statistics" screen, that is the extent of adding or removing.
