Teltonika Protocol Implementation in .NET or core

I Need a server application in .NET ( VB or C# ) to implement GPS Trackers from [url removed, login to view] models FMXXXX and FMBXXX devices protocol. It should listen to a specified port of the server and could read the data send by a Teltonika device. It should handle multiple devices simultaneous (threaded app) and should be optimized to use minimum server and network resources.
