MS Teams app for vehicle reservation

We need Microsoft Teams application for vehicle reservation.
Vehicles are distributed by organizational units (below O.U.)
In every O.U. we have one responsible person who will allow or deny requests for vehicles.
More people work in the O.U., but one employee can be part just of one O.U.
If there is no free vehicle in first O.U., the employee sends a request to second O.U.
That request must aprove his/hers supervisor (responsible person of first O.U.) and also responsible person of second O.U. etc.
