Table Highlight JS / PHP web page

Hi,
I have data in PDF / Word / excel similar to what you see below.
Would like a small web based page php/js etc that does the following.
- Imports the data from a CSV file, or allows manual input of data into a table format similar to what is shown in sample picture.
- User can click on a ROW and it highlights that row
- User can click on a COLUMN and it highlights that column.
- User can single click on a column and then single click on a row and it will highlight that 'CELL' where they intersect.
