Software Development: Email Keyword Search Engine

I am looking for an experienced developer to create a small software tool compatible with Windows 10 that can search and match specific keywords across approximately 10 million email files (.eml, .ost, and .pst formats). The tool should also search within the text content of attachments. The focus is on efficient processing considering the large dataset. Additional details and priorities are open for discussion.
