Sharepoint Developer

I'm looking for a Sharepoint Developer to help create a custom Sharepoint site. Document management is the main focus of the project, but customization and integration with other tools may be required as well. The timeline for the project is 3-4 weeks. I'm looking for a talented developer who has worked with Sharepoint before and can create a custom site within the allotted timeline. Regarding the shared folder we need access to be granted from the top to bottom ,so CEO will get access to all shared folders, managers have access to their subordinates folders and so on .
