SharePoint site

I am looking for a talented freelancer to help set up a SharePoint site for me. The main purpose of the site is document management and collaboration so the freelancer must ensure the necessary features to support this are implemented. Beyond that, I do require some advanced custom features such as user-specific permissions. The number of users accessing the site will range from 1-10, so they should also be a consideration when developing the SharePoint site.
