C# Raspberry Pi Water Scheduler

I'm looking for a skilled C# developer with experience in Raspberry Pi projects, to create a weekly schedule for API web hits to control a water system. The project will involve creating an HTTPS interface for the Raspberry Pi, which will allow me to set the watering schedule based on predefined parameters.

Would prefer a .NET solution if possible. Not ruling out other code though.

Key Features:
- C# project that runs on a Raspberry Pi
- HTTPS interface to set weekly watering schedule
- Interaction with the Weather Updates API and a Manual Override API
- JSON file used as a database
- Top Node structure: Days, Hour, On Off

The project will require the scheduler to hit an API endpoint to control the watering based on user-defined parameters. Ideal candidates for this project should have:
- Proficiency in C#
- Experience working with Raspberry Pi
- Knowledge on setting up HTTPS interfaces
- Familiarity with working with APIs and JSON files
- Ability to create user-friendly interfaces

Coder to include startup instructions for Raspberry Pi from scratch to working C# HTTPS interface being accessed; loading appropriate software either through document detailing steps or video.
