PowerShell Script Completion for SharePoint Update

I'm looking for an expert in PowerShell and SharePoint to help me finish a script that's intended to update a custom list in my on-premise SharePoint 2013. Most of the script is built but it's not committing the updates as it should.
- The main task of the script is to update existing items in this custom list.
- The script is not adding new items or deleting any.
