Portable windows tool to configure windows machine

I need you to develop some software for me. I would like this software to be developed for Windows using .NET.

Tool should read system ip address, serial number, mac, windows version, cpu information, ram information.

also have an option to configure screen time out settings, uninstall program, portquery, regedit option to auto sign in
