Payroll Management SAAS

Hi I would like to create a SAAS solution for outsourcing payroll management, this site would have scheduling (for payroll officer and client) including email clients when each stage of the payroll process has occurred, secure document portal, Dashboard with information on payroll and new legislation, Multiple entities under main company. Email clients when the payroll is due and email them every hour until they send their information. Billing functionality for payroll officer to invoice clients monthly. Mulitple access level, reporting for C suite to show payroll compliance. Ability to reassign schedule or tasks to other payroll officers with approval process from Manager. Payroll manager dashboard which shows where each payroll for the day is due. Client wide communication system. Ticketing system.
