Open & save with zip compression in memory

In this project, I am looking for a freelancer who is experienced in .NET programming language. The task at hand is to create a program that can open and save files with zip compression in memory. The ideal candidate should have prior experience in similar projects and be able to provide evidence of their expertise.
The desired level of security is high, which means that the program should be able to compress & decompress the files with a password.
The successful freelancer should have the following skills and experience:
- Strong knowledge of .NET programming language
