c# .Net Framework 4.8 Text Message Class -- 2

I am in need of a c# class that sends text messages only. I will need to use this from a desktop application and an asp.net web application. I am looking for a free way to send text messages. I do not want to pay per text or some kind of subscription service. Thanks and good luck bidding!
