.NET 4.8 conversion to latest .NET

I am looking for a skilled developer to help me with a .NET 4.8 to latest .NET conversion project. I would at least like to wrap the project in the latest .NET so new features can be written in new code, and then slowly modernize legacy pages until the project is eventually complete. I'm only looking for someone who has tackled this before as it is a complex process. It currently has Web Forms.
Requirements:
