I need a .NET programmer experienced with custom-built e-commerce systems, specifically to manage IP range access.

Key tasks include:

- Implementing time-limited access
- Setting up subscription management
- Allowing users to view content descriptions without paid access
- Minor fixes for PayPal integration and other small tasks
