Looking to hire freelancer who can create fee invoicing software in Excel or spreadsheet for preschool

I'm looking to hire a Freelancer who can create an invoicing software in Excel or a spreadsheet for a preschool. This software should have advanced features such as generating invoices, tracking payments, automatic reminders, late fees and recurring invoices. I do not need it to be compatible with any external software or systems. I would like the software to provide basic reports such as payments received and outstanding invoices. The software should be easy to use and should incorporate security measures to protect confidential data.
