Improving site speed of .Net MVC project -- 2

A website which designed for mobile view needs to improve its page loading speed.
Google page speed analysis page mentions an important problem of 'Eliminate render-blocking resources' and 'Reduce unused JavaScript'
The server is hosted in US in a dedicated server with good bandwidth. Hosting isn't the problem.
If you are an expert in .Net MVC and have extensive experience in website design and have resolve the similar issues, please bid. I will share the website URL in the chat so that you can check if you can work on it.
You need to know how to work with GIT/Bitbucket since the source code is located there. VS-2019 and MSSQL-2017 is necessary to run the project in you PC.
