Govt Exam Typing Software

I need a Windows-based typing application, built to mirror the exact pattern used in Indian government recruitment exams. The program must run smoothly in both online and offline mode so that a candidate can practise anywhere and then sit a timed test even if the internet drops.
Core functionality
• Practice mode stocked with graded typing exercises.
• Full-length mock tests that reproduce the official exam interface, timer and font rendering.
• A performance dashboard that tracks speed, accuracy and trend lines over time.
Language support
All content, UI prompts and result reports should work in English and Hindi from day one. If you architect the system cleanly I can add further regional languages later, so keep strings externalised.
Benchmarks
Speed and accuracy targets need to be user-configurable rather than hard-coded; allow the candidate (or an administrator) to set WPM and accuracy goals per session.
Technical notes
I am open to C#/.NET (WinForms or WPF) or any other native Windows stack you prefer, provided the installer is lightweight and the offline database remains encrypted. For the online mode a simple API sync is enough—no heavy server build is required.
Deliverables
1. Executable installer and uninstall routine.
2. Source code with clear comments.
3. Brief user guide (PDF) plus a one-page admin manual on adding tests and exporting results.
4. Final build passes a smoke test where I complete a practice set, a mock exam and view my analytics without connectivity, then repeat the same while online and see my data sync.
