Google Cloud Run App with Web Form

I'm looking for a skilled developer to create a Google Services "Cloud Run" application that includes a web form linked with a (Google) PostgreSQL database.
Here's what I need:
- A web form for data collection, specifically for gathering pricing for bids on projects.
- Implementation of user authentication via email and password for those submitting the form.
-After submitting a bid, the application needs to interact with the bidder, providing feedback based on being fed the results of queries of the database and inviting the bidder to revise their bid.
Ideal candidates will have extensive experience with Google Cloud Run, (Google's implementation of) PostgreSQL, and form implementation. Feedback to the user will be graphical as well as textual. Strong skills in user authentication systems are also crucial. Please provide examples of similar projects you've completed in your proposal.
