Get legacy VB.Net code to work, recommission SQL database in SQL and get it working. -- 2

I have all the source code for a program that was written in VB.Net up until 2011. The program was installed on desk top computers and accessed a SQL Server database on the back end. I also have the database files. Finally I have the user manuals that I wrote in 2012. I would like to get the program up and running for the lowest possible cost, update the user interface (forms) to a more contemporary look and rebrand it. There after i would like to understand the cost of re-writing it in a newer version of VB (if needs be) or another more popular language that future proofs the code. I am not expecting any project design to be done at this stage. The program as it works defines the business process very well. Later stages might require added enhancements.
