Full-Stack .NET Multi-Service Portal

I need a complete end-to-end solution in C# and .NET that covers both the backend and the UI for a multi-service portal. Core features include AEPS transactions, PAN card processing, mobile & DTH recharge, BBPS billing, domestic money transfer, and a small e-commerce module—­all served from a single codebase.

Security is non-negotiable, so every user flow must enforce two-factor authentication out of the box. I expect a clean RESTful API layer for the mobile client, a responsive web front-end, and an admin dashboard where I can monitor transactions, users, commissions, and settlement reports.

Deliverables:
• Database schema (SQL Server preferred) and fully commented C# source code
• ASP.NET Core Web API with segregated service layers
• Razor/MVC or Blazor web interface styled for mobile and desktop
• JWT-based 2FA implementation (OTP / authenticator app)
• Deployment scripts, environment variables, and concise setup documentation

The system should be modular so future services can be plugged in without rewriting the core. Write the code as if it will be audited; naming conventions, error handling, and logging best practices matter. Once the project compiles and deploys smoothly to my VPS or Azure instance and all listed services transact successfully in a staging environment, I’ll sign off.
