Estimate to develop a sharepoint, Web or network application

I have attached a powerpoint laying out the project details and I'm looking for someone who who can develop it and make a recommendation on how (SharePoint, Web, Application) needs to be multi users and access from network or Web. This posting is to get a cost estimate so I can obtain funding to do project.
