Employee Shift Management Web App

I'm looking for a web application aimed at managing physician call shifts. The primary platform for this application will be desktop.
Key Features:
- Time-off Requests: There should be a functionality for physicians to request time off.
- Customizable shift lengths: allows for creating shift lengths of varying times
- Custom rules: allows for specific rules when developing the schedule (eg. Doctor who takes call on Sunday never takes call the Monday after)
- Equity in call requirement: program should try and make the number of shifts per week/month/year as even as possible
Ideal Skills:

- Understanding of shift scheduling systems
- Knowledge in implementing desktop-specific applications.
