Create Desktop Application

I am wanting to create a desktop application where I can manage all family operations, including but not limited to, personal info, medical details, property info, vehicle, assets, etc. The app would need to act like a CRM but family edition so that I may update notes, create and edit forms, print forms or docs, run reports, and associate the person with the different info. Solely want a place to organize a lot of documents OFFLINE without the risk of a data breach. I have started some designs of what I am interested in. Please provide an accurate quote as the project will be chosen based on affordability and skills. If there are other window application software other than window forms, please let me know. Also, provide an example of your work.
