Covert HTML/CSS code snippet into an image and Gif

We want to Covert a particular part(a card type region) of a web page into an image and Gif. The solution should be able to take a stand alone HTML/CSS code as an input and download the file i.e.
1. Jpg/Png image in case of static code snippet
2. Gif file in case of animated code snippet
