MX Component to transfer sensors' data to PostgreSQL on cloud

I would like to have a prototype application that builds on top of MX Component DLL (Mitsubishi) (hereinafter referred to as WinApp), to read sensors' data from the PLC. Then with the WinApp installed on the local PC, it can commit the sensors' data to PostgreSQL DB on the cloud. In the event the computer loses the Internet connection, the WinApp can save the sensors' data in the local computer. When the Internet connection is restored, the uncommit data is automatically stored to PostgreSQL DB on the cloud.
