A Windows app that creates a moveable and resizable overlay on screen. The overlay should start at 100% transparency and be able to dim to 1% transparency. Transparency is increased with the key combination of alt m and decreased with a Key combination of alt w. Allow the user to set the minimum and maximum brightness from 1% to 100
