Business Workflow Optimization with Mobile & Desktop Solutions

I’m seeking an experienced developer to modernize my wastewater inspection processes. Our current setup uses Microsoft Access with Visual Basic for database management and reporting. While functional, it needs significant upgrades for efficiency, security, and usability.
Key Requirements:
- Transition/rebuild current database into a more robust solution (SQL Server, cloud-based system, or VM per recommendation).
- Develop a mobile app strictly for performing inspections (paperless).
- Send inspection data in real-time to a centralized server accessible on the main computer.
- Photo capture functionality for proof of visits, securely stored and tied to each inspection report (open to storage recommendations).
- Automate default data entry for repetitive fields on reports and inspections.
- PDF and CSV report generation meeting specific county standards (format samples will be provided).
- Integrate invoicing into the updated software solution.
Optional Features (Would be great, but not mandatory):
- Integration with Tracki devices for real-time location tracking.
