Assign referees to existing game schedule with regards to rhythm, frequency with teams, arenas and colleagues, regards to distances to allow a overall budget per game

I am seeking a developer to create a system that will assign referees to a fixed game schedule, with dates and times already established.
Referee selection must be based on their experience or skill level, and they should be rotated every few games. The goal is to allow each game to have a minimum skill set average from 3 quality categories, to have referees visit as many arenas as possible throughout the season, to acknowledge availability of the official and to have the referee officiate with as many different colleagues as possible as well. For long travel, cost savings exists by pooling geographically based officials together.
This system must additionally keep track of the distances of referees from their assigned games in order to keep within an overall budget per game. The successful freelancer will have experience writing software which organizes data and creates systems which can change according to the data.
