API development in .Net Enviroment

I am looking for a developer with experience in API development in a .NET environment. We have already designed the App screen and we need to write API to fetch some data from the server. Can we use Node.js here?
The project requires the development of RESTful APIs. The developer will access the server through the RDP connection. I need a consultant as well.
