Deploy Aspire .NET 9 Solution to Azure + Full CI/CD Pipeline + Deployment Training

I am looking for an experienced Azure and .NET developer to fully deploy my Aspire .NET 9 application to Azure and set up a complete CI/CD workflow. The solution currently runs perfectly on my local machine, and I need it deployed to both Production and Testing environments with automated pipelines.

Project Overview

I have a complete Aspire .NET 9 solution that includes:

1- Blazor Server frontend
2- .NET Core Web APIs (inside the same solution)
3- Entity Framework Core (Code First + Migrations)
4- Background service with three Cron Jobs
5- Aspire Dashboard that must remain accessible after deployment

The code is hosted in Azure DevOps with two branches:

1- develop → for testing environment
2- master → for production environment

I currently have:

- An Azure Cloud account (free subscription)
- A custom domain (for Production)
- Azure default URL is fine for Testing
- Azure DevOps repository access (I will invite you)
- Azure subscription access (I will invite you)

I want everything organized, ideally under one Resource Group, unless you advise otherwise.

Also, since it is a free Azure subscription, I prefer the most cost-effective approach.
If possible, I would like to request free parallel pipelines from Microsoft for my Azure DevOps organization.

Additionally, I want your recommendation on whether to use Azure App Services or Azure Container Apps for the best performance, cost savings, and scalability.

Deployment Requirements

1. Two Azure SQL Databases:
- Production DB
- Testing DB

Both should be configured with EF Migrations.

2. Full CI/CD Automation Using Azure DevOps :

- Develop branch workflow:
When I push code from Visual Studio → develop
Automatically deploy the updates to the Testing environment
Test environment can use Azure’s default URL

- Master branch workflow:
Deployment to Production must require:
Pull Request from develop → master OR
Manual approval step

After approval, publish to the Production environment

Production environment must use my custom domain

3. Azure Key Vault
Store all secrets (DB strings, API keys, etc.)
Pipelines must retrieve secrets securely

4. Cron Jobs in Azure
Ensure the three Cron Jobs run reliably on Azure.
(They currently run on ASP Monster—we can show you how they work.)

5. Aspire Dashboard : The Aspire dashboard must be deployed and accessible in Azure.

6. Post-Deployment Training
- Provide a clear explanation/training session (English or Arabic).

Important Notes

I need someone with solid, real-world Azure experience.
This project is also a trial run—if things go well, I have multiple future projects and would like to establish a long-term partnership.
