C# CMS Core Development

I need a small but solid content-management module built on the .NET stack (C# 8+ preferred) with MSSQL as the data store. The focus is strictly on back-end functionality, not UI polish.
Core requirements
• Robust user-role and permission system: users, groups, granular rights that map cleanly to tables in SQL Server.
• Built-in version control: every change to a page or record must be persisted so I can roll back or view history at any time.
There are no external or third-party integrations on the roadmap, so the codebase should remain clean and self-contained. Use of standard .NET libraries or NuGet packages is fine as long as they remain open-source and lightweight.
Please structure the solution in a way that makes future expansion—such as media management—straightforward. Deliverables are a Visual Studio solution, SQL schema/scripts, and a concise README that explains setup, configuration, and how to extend the role/permission matrix.
