Bulletins module for ERP software made in house

I need a .NET Full Stack Developer for this project with experience in C#, .NET Core 3.1, Unit tests in NUnit, Angular 11, MySQL, Restful API. Also, the candidate must be fluent in English (read, write, speak).
We are creating an ERP from scratch and we need help to create a module called "Bulletins". These bulletins are documents that contain important updates on business affairs that every user in the system must acknowledge. The users will login to the system and it will display the list of documents that are pending to acknowledge (it may be different per user). The user cannot perform any operations in the ERP unless they all documents are marked as unknowledge.
