Admin-C for .sa domain (only Saudi Arabia citizen)

I would like to register a .sa domain, but the problem is that the domain can only be registered with a local residency requirement in Saudi Arabia.
Unfortunately I can't register the domain myself, because I am from Germany.
For this reason I need a resident and registered person in Saudi Arabia as Owner-C / Admin-C. There are no costs for you. The domain will be used 100% legal and according to the rules of Islam.
After completion of the project I would also write a detailed review.
