1. Background & Objective
[Your Company] is planning a real estate development project in the Kingdom of Saudi Arabia to be executed through a CMA-licensed real estate investment fund. The project will be financed through a development facility and equity contributions. We are inviting qualified consultants to submit proposals to deliver a financial feasibility study and a bank/investor-ready financial model that supports investment and financing decisions.
2. Scope of Work
The selected consultant will be responsible for delivering the following:
2.1 Financial Feasibility Study
Market and commercial assumptions review (inputs to be provided by the Client and/or validated by Consultant as agreed).
Development budget structure (TDC) and cost categorization.
Revenue model design (sales and/or leasing, as applicable).
Operating cost assumptions (OPEX), management costs, service charges (if relevant), and escalation factors.
Construction/timeline assumptions and phasing logic.
Risk identification and key sensitivities.
2.2 Financial Model (Excel-Based)
A robust, auditable, and flexible model built on a monthly cash flow basis (unless otherwise required), including:
Integrated project cash flows (pre- and post-financing).
Development costs, funding plan, and drawdown schedule.
Debt schedule: interest calculations, fees, capitalized interest, repayment, DSRA (if applicable), and covenant tracking.
Returns and performance metrics, including (at minimum):
ROI (Return on Investment)
IRR (Project IRR and Equity IRR)
ROE (Return on Equity)
Additional metrics where relevant (e.g., MOIC, NPV, DSCR, LTV).
Scenario manager (Base / Downside / Upside) and sensitivity tables covering key drivers (prices/rents, absorption/occupancy, costs, interest rate, timeline, exit cap rate, etc.).
Dashboard summary suitable for investment committee and lenders.
2.3 Deliverables & Documentation
Excel financial model (fully unlocked, with clear structure and error checks).
Assumptions book / model guide (inputs, outputs, logic description).
Feasibility report (PDF/Word) with executive summary and findings.
Summary slide deck (optional—if proposed) for investment committee.
3. Expected Standards & Requirements
The output must be suitable for fund structuring, investment committee submission, and lender review.
Model must follow best practices: transparent assumptions, consistent sign conventions, separate inputs/calculations/outputs, and built-in audit checks.
Consultant must demonstrate experience with:
Real estate development feasibility in Saudi Arabia
CMA-regulated real estate fund environments (preferred)
Debt-funded development projects and lender-style modeling

Asset type and concept design summary
Plot area / GFA / mix / phasing
