docker COPY not working; help? (5 stars) (should be simple)

Was working MONTHS ago and has been 100s of changes in the repo and OVERWHELMING to understand why?
there is docker copy that is just not working; doing the build and deployment in gitlab-ci and willing to give snapshots; but really is kind of strange that the files are not in the target?
Dockerfile
COPY ./themes /opt/bitnami/keycloak/themes/
is there anything special to make it recurrsive?
Can I get you any snaps?
