Laravel Website Admin User Management Fix

We have a Laravel-based website used for training and user registration. Currently, my client is unable to add new admin users or manage admin permissions. The site was set up incorrectly. There is only one existing admin account, and that needs to be fixed.

Issue Details:
The admin panel at /admin/users does not offer an option to add new admin users.
There may be a roles/permissions misconfiguration in the original Laravel build.
The developer who originally built the system is no longer available, and there is limited internal documentation.

We need to ensure that:
Admin users can be added and assigned appropriate roles
The interface reflects these permissions (e.g., shows the “Add Admin” option)
At least one new admin can take over user registration and management

What We Need:
Be able to view the original container via docker registry
Diagnose and resolve the current issue with user roles and permissions
Ensure multiple admin users can be created and managed
Confirm all functionality is working and accessible in the UI
Provide brief documentation or guidance on how to manage admin roles in the future
