PowerDNS for response based on client's ip address

Our current DNS system looks something like this,
-Different ranges of Pakistani IP addresses are whitelisted on 7 different server IPs.
-For instance, 39.x.x.x is whitelisted on IP#1 with ovh firewall.

When a client connects to our teamspeak server using our dns (ts.test.com), the client receives all 7 ip addresses as response.
-After receiving the ip addresses as response, the teamspeak client then attempts to connect to all 7 IPs one by one, until it finds the one on which the client's ip address is whitelisted.

I want to set up a powerDNS system to avoid this unnecessary hassle of attempting to connect to all 7 IPs one by one. Instead, I want the DNS to send only the server IP on which the client's IP address is whitelisted. i.e I want a DNS response based on client's public IP address.

You may use any PowerDNS alternative as well. But as far as I know, people on forums have suggested that this can be done through PowerDNS.
