Email validation fsockopen smtp setup server (vultr or other) on multiple IPs

I am looking for a freelancer who can help me set up an email validation process on a Vultr server. We have the code that does the validation via Fsockopen SMTP connections and want to setup the server to run on multiple IPs on our vultr instance or other optons.
The idea is to safely validate emails without the risk of being blacklisted. We won't validate gmail, yahoo or other similar provider emails but only private domain emails like example@domain
Skills and Experience:
- Experience in setting up SMTP servers using the fsockopen method
- Familiarity with Vultr or other cloud servers
- Knowledge of email deliverability and spam prevention techniques
- Ability to handle multiple IP addresses to avoid getting blacklisted
