Domain transfer and DNS redirection

Greetings, I'm looking for a Freelancer to assist with a domain transfer and DNS redirection. I have an existing domain which needs to be transferred to a new host. I am not sure if the DNS records must be modified, and I'm also not sure if Post Office Protocol (POP) setup is required.
