Digital ocean droplet not responding to outside traffic

we have a droplet hosted on digital ocean and using CWP to manage it. two days ago, the storage has gone full and since then, we can't access the droplet-hosted websites or the management terminal. the only thing we can access is the recovery terminal.
troubleshooting
looks like the server can ping other websites.
outside access is not permitted
we've tried already restarting all network services, checked DNS and everything seems fine.
