DNS zone WHM Cluster 2 servers

I have two WHM servers: one is in a cluster and the second is set to sync with the first. When I add a site on the second server, even though the DNS zone is correctly created, the site remains inaccessible. However, if I add the same site on the clustered server, it works correctly.

I can’t share access, I just need an explanation and a fix.
