Set up new website + framework + development environment

Start proposal with the word “read” so I know you ready this description. This job is setting up a new Github Project and overall setup whole website environment. You won’t need to do any on page coding, just setup.
Details:
Github actions for deployment to live.
dev.URL with the separate deployment process, for testing code.
Next.js framework, typescript frontend.
Django backend setup and login.
Setup our URL.
MySQL database setup.
Cloud flare DNS.
Setup pages/url structure (we will have about 10 URLs to add).
Overall we need an amazing development flow for ease of use.
